It would be great to extend this idea into pre-tuning during channel
changing on Live TV.

Eg.  If you are navigating "up" your channels then pre-tune an idle tuner
card to the next channel.  Similarly, if you are navigating "down" your
channels then pre-tune the idle tuner card to the previous channel.  This
should cut about half a second or more when changing channels.
