[mythtv] Can't tune Live TV with DVB - Update

As another data point
 - same behaviour (Signal 90%) was present in clean build/new db of 7153
I also had the looping on one multiplex - but then again dtv_multiplex 
only had one entry inserted after leaving the scan looping for 20mins - 
stuck at 22% complete for the last 15 minutes of that. :)

UK - PAL
via 10k - cle266 - XvMC

2.6.12-rc4
Avermedia 771  DVB-t( bt8xx/mt352 )
pvr250 

my current 'working' baseline in the same environment is 6910
