[mythtv] Slow Live TV Start

I tracked the problem down to a the ffmpeg resync that was performed on May 
22. The slowdown is in the code introduced in libs/libavformat/utils.c's 
av_find_stream_info function. This is used by the OpenFile function in 
AvFormatDecoder class which is used by the NuppelVideoPlayer class's 
OpenFile. The opening of the file is what is taking 10-15 seconds.
