[mythtv] [PATCH] Add 'inactive' setting to MythWeb program details

I've added an 'Inactive' checkbox to the program details page in 
MythWeb 0.18.

It works well for me, but last night was the first time I've ever 
looked at php, so someone may want to give it a once over.
