[mythtv] [PATCH] Per-channel time offsets

After some coding and some testing, I am attaching two
patches that provide DataDirect listings with the
ability to change the offset on a per channel basis. 
This comes because Zap2It has stations listed for my
cable provider as Pacific coast feeds when they are
Eastern feeds, making my listings three hours off.

The patch is against an older version of CVS (7800, I
think), so the database schema version numbers need to
be updated.  Also, this works for DataDirect only - I
couldn't get any of the XMLTV grabbers to properly
work so that I could get listings to test with.

If it's of interest, please let me know and I'll redo
it against the latest CVS - it certainly helps me out,
and makes things more logical than changing XMLTV ID
numbers for my stations.  If there's somebody that can
help me out with the XMLTV grabbers portion that would
be great.
