Ticket #158: Improved MPEG2 -> MPEG2 transcoding. I have read the posts on this
ticket but it is unclear to me whether this does a lossless transcode for
sections of the file that are retained, with re-encoding around the cut points,
or whether it re-encodes the whole while.

Can anyone give a definative answer?
