[mythtv] SVN 7245 thinks WB HDTV is encrypted?

Arg! So this is a hole in the standard...

I found a ATSC standard A/70a http://www.atsc.org/standards/a70a.html
No working link to it on the ATSC page.. (security thought obscrurity ;)
Anyway, it offers no help on the System ID, but it does specify that
the CA descriptor is only required in the PMT and CAT for ATSC.

The idea was to be able to do this from the tables without looking at
the actual streams..

It is illegal for these broadcasters to encrypt main stream.
It looks more like a misconfiguration at the transmitter.
