The main reason is to try to force people to use startoffset and
endoffset.  There have been a lot of theoretical arguments, both in
this thread and in the past, that large amounts of soft padding are
needed.  However, I don't recall hearing any of those people say they
actually tried using the hard offsets and found they caused serious
problems.  

I have a feeling that using hard offsets won't be a serious problem
for most people.  As I said, we'll re-evaluate the situation in a few
weeks.  If something more is needed, we'll address it, but we'll
address it fully in the scheduler and not as a side effect of recorder
startup and teardown.
