[mythtv] Bug in DVBSignalMonitorTS?

Well, for a given provider I would agree with you (if that's indeed what the
standard says). However, my provider does not comply with the standard in
this case since it's always 0. I've seen another provider have version
numbers > 0 but not unique to a given transport.

Also, we should consider that there's nothing saying version numbers have to
be unique between providers. I think it's a fair thing to say we should
always reparse PAT/PMT tables until we see the one we're looking for. The
only other ways I can think is to either look at other bits in the table for
uniqueness or to look at the table as a whole and compare but there you're
parsing it anyway.
