As Nick pointed out it's because they are on different multiplexes
and the mplex with E4+1 has a greater available bandwidth.

They wouldn't swap the two channels over, because it would cause
needless changes for no visible gain. ie. 99.9% of the public
wouldn't notice, know or care that they have different resolutions.
