[mythtv] qam scanning and myth svn not picking up 0x1ffb pid

i think something is malformed or complying with a cable-only spec.
other utilities can see 0x1ffb but can't pluck info from it either.
time to read some specs to see what the heck is going on.
if you want to look around your tuner, try using dvbtraffic / dvbsnoop /
azap to see what you can find.
