No, it is in /usr/include/freetype2/freetype/config

I was able to get the compilation to continue by adding option
"-I ../../../../../include/freetype2" (my mythtv sources are in 
/usr/src/myth/mythtv) to INCPATH variable in libs/libmythtv/Makefile.
