[mythtv] DEC2000 and svn

In case there is anyone else still using a DEC2000 :)

To get this working with current svn you need the patch on ticket #1907 
to fix the section reader and the attached to cater for the fact that the 
dec cannot deliver DMX_PES_OTHER packets.

This only gets scanning and audio/video working not mheg/teletext etc.
