I didn't miss that one. This is really only intended to be a fallback
for ATSC so that we can grab raw MPEG channels during the ATSC scan
of cable tv in the US. There this hack works, and you hack doesn't
because there is never any NIT.

It doesn't make sense for this to work in the presence of an NIT table
in it's current form. We might do that in the future, but only after
checking that the channels you are inserting from the PAT don't exist
in the SDT.
