I ran into this problem when first trying to connect to the svn server 
at MythTV. I had to send an e-mail to my ISP and ask them to enable the 
the svn request types.

Here is the request I sent my ISP:
"Would you please add the following request types to your squid server 
by adding them to the extension_methods line of the squid.conf file:
   extension_methods REPORT MERGE MKACTIVITY CHECKOUT
"

After that svn started working.
