Umm, cause it is not a bug :)

This extra recording is just a side effect of the signal monitoring
that happens when you tune to an MPEG transport. Until we get an
I-frame the recorder produces no data. So we create this fake video
which tells the frontend not to go into a possibly infinite loop
waiting for an I-frame. If we never see an I-frame this video remains
on the display and the OSD tells you there is no video. If we do
eventually see a I-frame we begin recording the stream and create
another non-fake video which the frontend can play.
