[mythtv] Ticket #2591: ivtc filter can cause stuttering

attached a patch to the ticket. basically it just prevents the ivtc filter
from kicking in , if the video width is greater then 576. So for HD content,
it shouldn't run. If other devs disagree with me, pls let me know. My
understanding is that the primary purpose for the ivtc filter is to make
anime dvds, or other dvds,  that have telecined content smoother.

pls test and confirm that it doesn't turn on when watching HD content.
