honestly, the cleanest way i've found to do this is to rename my css 
files to .css.php and have a $webroot variable defined to use in urls in 
my css files.  the other possibility is using a base href in your html, 
but i think most developers consider using base href a bad idea (i avoid 
it at all costs, as do all the graphics designers at my work).
