[mythtv] [PATCH] broadcast frequency table for South Africa is wrong

Hi,

I just downloaded mythtv 0.20 with a view to updating my system.

I discovered that the table of channel frequencies for South Africa
broadcast is wrong.
Looks like it was copied from ivtv's ivtv-tune (or vice versa) seeing
that has it wrong too (and has for ages).

Channel numbers here start at 4 - the frequencies.c had them starting at 1.

So with the existing code, what Mythtv thinks is channel 5 (SABC1
where I live) is actually channel 8 (SABC2 where I live).  Which was
rather confusing for me... ;-)
