Upgrading to Dapper would seem to be a good choice, the Dapper kernel
(2.6.15 but almost 2.6.16) has quite a few performance fixes compared to
2.6.12 and mysql version 5.0.22 + fixes may work better than 4.0.24 in

Stuart mentioned the deadline scheduler (essentially what linux 2.4.x
uses) but I think not.

But you are running beta-quality out-of-tree drivers with known DMA
problems  so compiling your own kernel may not be such a bad idea
I would suggest that you at least try booting a self-compiled Linux
22.214.171.124  + ivtv-0.7.0  and see if that makes any difference.
