[mythtv] Preserve global padding. [UNSTABLE]

A ha! Simpler version of what I'm trying to acheive. Cunning.
So this method seems to disallow b2b in the normal pass, but then allows
them in MoveHigherRecords and TryAnotherShowing.
Maybe I should just abandon what I'm doing and perhaps work on
developing that idea.
