Let's see if i can summarize the current list of non conformances.
Feel free to add any i've forgotten.

1. No NITa broadcast, only NITo, often multiple NITo's
2. No SDTa broadcast, only SDTo, often multiple
3. Broadcasting tables with NetID = 0, often multiple tables.

We've lost some of the functionality against what used to be
in the dtv_privatetypes table. Some of that's been reimplemented
with the eit fixup maps, but the same needs doing for other non
conformances
