Yes, it's quite possible for a signal on s-video or composite to contain 
information in the VBI. At one point at least one channel on NTL digital 
in the UK contained a minimal teletext service (with details of music 
tracks you could phone up and request). Whether anyone uses this anymore 
is probably a better question.
