[mythtv] Proposed commercial detector

I don't know enough to actually code this up myself, but hopefully this 
would be a small modification of the station logo detector code.  At 
least in the US, when a show comes back from commerical it usually 
throws the rating  -- Y, Y7, PG, MA, etc, see

for more details -- on the screen at the top left corner for a few 
seconds.  Therefore a blank screen followed a few seconds later by one 
of those ratings at the top left would indicate a return from 
commercial.

Thoughts?  Comments?
