I'm curious as to why you think it's a mistake?

This setting is something that few people would be interested in changing so 
there isn't a lot of point cluttering up the GUI with it.

If it were hard coded then the power users that do want to change it have to 
remember to patch the code every time they update. A setting in the database 
solves this issue.
