[mythtv] Ticket #5645: H264 ffmpeg resync for release-0-21-fixes

Maybe that the effort could be coordinated somehow in the future? I was
thinking that when there are years between Myth releases the occassional
refresh of the ffmpeg core would make the stable release much more
usable for the extended period (since the multimedia world around is
evolving so quickly).
