[mythtv] committing to .21-fixes and HEAD branches before release?

FWIW, I've cleared this release with archive administrators for Ubuntu.  Before
our feature freeze, MythTV's feature freeze happened, so we are tracking
release-0-21-fixes right now in Hardy.  Provided the final release comes in
before Beta (~March 17), we'll be able to get 0.21 in.  If it's not done by
then, we will be reverting to 0.20.2, or shipping a snapshot of release-0-21-fixes.
