Initial tests suggests that the latest patch needs new perl programs or setting the 
locale to LANG=en_US.UTF-8 (or probably anything in UTF-8).

The perl program produces output in UTF-8 but it looks like the program expects that 
output to be in whatever the current locale character set/map is. Setting the locale 
to en_US.UTF-8 seems to reconcile them (the output in the status page is ok).

Please let me know if there's anything I can do to help (like if you want me to test 
something or if you want snapshots or output of what I see, etc...).
