After a good night's sleep, I will do
some pruning with Occam's Razor, and say:

Therefore, if any backend has the correct schema version,
it has already had a DBMS schema version check done when
its MBE upgraded the schema.



I guess a "runtime check" is only necessary if someone has
restored to a MySQL 4 DB from a MySQL 5 system, or when a
developer uses a newer SQL feature?


Due to laziness, tempted to leave it as-is.
