[mythtv] Ticket #4397: win32 dependancy resolver and build script

I should have included more details with this message, but Trac kept
rejecting it as spam.  Here are the details:

Error processing project file: c:\mythtv\mythplugins\cleanup\cleanup.pro
    (fixed by doing a touch cleanup.pro in c:mythtv\mythplugins\cleanup.
Both lines that touched cleanup.pro were commented out in [18464].)

EFFECT FAILED (newer -> shell): mtime of file
(mythtv\build\bin\mythtv\plugins\libmythmovies.dll) should be greater than
file (mythtv\mythplugins\mythmovies\mythmovies\libmythmovies.dll).

  (As far as I can tell no files are ever put into
mythtv\build\bin\mythtv\plugins.  Changing mythtv\build\bin\mythtv\plugins
back to C:\mythtv\build\lib\mythtv\plugins makes the problem go away.  I'm
not quite sure why this was changed.)
