[mythtv] Win32 Packager, 0.21-fixes and filters

I've successfully compiled 0.21-fixes on my Vista desktop using the 
Win32 Packager (Though for some reason the same binaries segfault on my 
wife's XP box, but that's unrelated). The problem is, none of the 
deinterlacing filters (kerneldeint, linearblend, yadif etc) can be 
loaded. I get the following output from the frontend:

The video plays just fine, but is not deinterlaced.

The filters are in the bin folder (Along with the rest of the dll's that 
load AOK), so why isn't this system picking them up properly?

A few other notes:

The menus don't display fullscreen, they're windowed all the time 
(Though playback itself is fullscreen).

"Fill" seems strange. I've got a 16:10 display (1680:1050) yet 16:9 
content fills the whole frame. Shouldn't there be some (Minor) letterboxing?

The "Event Socket" is reported as going up and down regularly. Is this a 
fault, a problem, or just overly verbose logging?
