[mythtv] compile error building win32 port

The usage comment is out of date.  For 0.23-fixes, you'd run "win32-packager.pl -b -r HEAD", but currently the build will fail (http://svn.mythtv.org/trac/ticket/8121 has patches to make it work.)  You can modify the script to apply the patches, or wait for the ticket to be reviewed/committed.
