Don't forget the special case for the special case where a temporary
powerpriority table is used instead of a temporary record table.  And
don't forget the special hack to the special case to undo any unwatned
temporary changes to the program table because it was too big to copy.
:) In short, the whole mess is due for a major refactoring.
