[mythtv] ffmpeg sync for 0.23

I assume this is going to happen, so is there a ticket for this so we can add
information/patches.

I know that there is a patch needed for LATM if you upgrade ffmpeg as the
XBMC folk did this recently and I had to supply them with patch to get working
again.

If there is no ticket, should I just wait till it happens then open a ticket
with the patch for LATM?
