[mythtv] [Q]: can someone point me to where myth "decides" if a stream is encrypted or not?

I'm not as up on the DVB side of things as the ATSC side. But it might
be helpful to know that in addition anything in the PMT tables there is
also a "ScramplingControl()" and "Scrampled()" in TSPacket.

PS I'm going to check in a spell check on these shortly.
