I had a heap of trouble with the related TD Nova PCI tuner some time ago  
and eventually replaced the aerial and feeds to no avail.

Maybe I have a duff card but personally I don't rate them, despite their  
seemingly good reputation. In my research I noticed a fair few people  
complaining of reception problems and susceptibility to EMI.  (even though  
a lot of people also have no trouble). It could be a build quality issue  
or they don't cope well in marginal conditions, such as yours.

I have two suggestions;
1) Have you tried waving the stick around on a USB cable? I've seen  
reports that they work better when they're further away from the TV/PC  
components.
2) Try a different tuner before going to the hassle of replacing the  
aerial - after all, you say the TV tuner is happy. In desperation I picked  
up a cheap USB tuner to compare & contrast my 'signal reception problem'  
and that one worked perfectly!
