[mythtv] Ticket #11520: Active EIT scanning will stop working if program not found in PAT

If I understand the problem correctly -- that if tuning fails, it never
tries to do an EIT scan again -- then the attached patch should fix the
problem.  If anyone is able to test this patch and report success, I will
try and get it into 0.27.
