[mythtv] Ticket #11520: Active EIT scanning will stop working if program not found in PAT

Thank you for testing this.  Is there a ticket for this problem?  If not,
can you create one ( http://code.mythtv.org/trac/newticket ).  I will get
this fix committed sometime today.
