v2 was the only (real) choice.  There was no v3 at the
time that the project started, and most existing code
that was leveraged from was v2 licensed.

v2 vs v3 has been a very "interesting" debate in many
projects.  Strong opinions, and some strong reactions
based on the choices made in particular projects.  I
would refer the petitioner to the previous discussions
in other projects email lists regarding those discussions
to understand the reasoning of the various choices
before trying to initiate yet another.  In the end, the only
votes that count are the contributors.
