Various Ceton recorder fixes.

This patch fixes several issues for the Ceton recorder. QAM tuning is
fixed.  RTP socket buffer default size was increased for better
reliability, and is now configurable via the CetonSocketBufferSize
setting.  Several cases where a zero or incorrect program number was
detected (causing failed recordings) should now be fixed.
