I had similar problems on a system I was using.  The author of tvtime
seems to think it was due to using a PCI rather then AGP graphics card and
his reasoning seemed very probable.  In my case it was a Geforce 4 MX with
the nvidia binary drivers and XFree was around 30% on a 1.7Ghz Celeron. 
To contrast that I have a frontend running on an X-Box, a 750MHz system,
with X using around 1% IIRCC.  Are you using PCI or AGP video cards?
