Ignore my prior message, I was catching up on the mailing list, and
hadn't read further yet (it sucks when you fall a day or two behind,
but paying work beckoned... :).

Can you post up your exact XF86Config file? Overscan definitely ought
to work on that card...

For me, XFree86 4.3.0-2 (Red Hat Linux 9), nvidia driver v1.0-4363, and
an XF86Config settings of:

Section "Device"
	Identifier "Videocard0"
	Driver "nvidia"
	VendorName "Chaintech"
BoardName "nVidia GeForce 4 MX 440"
	Option "RenderAccel" "1"
	# TV Out Setup
	Option "TwinView"
	Option "TwinViewOrientation" "Clone"
	Option "SecondMonitorHorizSync" "30-50"
	Option "SecondMonitorVertRefresh" "60"
	Option      "MetaModes" "1024x768, 1024x768; 800x600, 800x600;
640x480, 640x480;"
	Option "TVStandard" "NTSC-M"
	Option "TVOutFormat" "SVIDEO"
	Option "TVOverScan" "0.6"
EndSection
