Even 1000uF is overkill.  You can go down to a 100uF pretty safely unless you plan on blasting out multiple rapid fire remote codes in sequence.  A typical two or three digit channel change doesn't even dent the cap's voltage.

I am using a 1000uf, seems to work fine.
You can use any transmitting IR LED's. I have used high quality and
regular ones from Active Electronics and Radio shack. I used a small
project box from radio shack, about 2x3.
I am just using a transmitter on my server, I have a separate front end
and it is very reliable. If you are using it for star choice, make sure
you change the IR channel to 3 on the Satellite box.
