Last I heard, Alan Cox had some information from Via and had worked
something into his -ac branch of the kernel.
This really isn't the place to be looking for this though. You should
look through the via arena forums: http://www.viaarena.com/ Fiona seems
to be the VIA rep for linux related things, or at least willing to talk
about it.
In google, you can limit your search to the viaarena.com site by
searching:
site:forums.viaarena.com linux MPEG
or some variant thereof.

Subject: [mythtv-users] EPIA MPEG decoder driver. any progress?
I googled around and couldnt find anyone who was currently working on a
driver for the MPEG decoder on the VIA EPIA M10000. I did hear a few
mentions that 'it is in the works.' Anyone know if anything is being
done? It apears that VIA will not release any docs or help on a linux
driver.
