Yes, post your PVR-250 specific question to the ivtv driver list.

Also, xawtv isn't expecting to read an MPEG stream, so it can't
display what's being produced on /dev/video.  If you use the wrong
tool to troubleshoot you're not going to be able to track down if in
fact you're having issues.  Try xine or mplayer.
