You can burn an .iso with Windows. No problem whatsoever.

Just make sure that you use a Windows program that understands .iso

NERO Burning ROM is such a program.

Generally you can burn .iso files in any operating system. It is as 
standardized as, for instance, jpeg.

.iso creator is responsible for .iso contents. For you as a "burner", 
.iso file is a black impenetrable box that you can only burn, but cannot 
modify or fix.

It is possible to use Linux to create an .iso that, intentionally, will 
not be readable by Windows from the CD, although it was burned by 
Windows. How is this possible?

- you create an .iso in Linux without Joliet attributes but with Rock 
Ridge attributes.
- you send it to a Windows machine.
- you tell Windows to burn the .iso
- Burning finishes successfully.
- You try to read the CD in Windows. It works, but long names are lost.
- You try to read the CD in Linux. It works, including the long names.
