I built the cct that you pointed at to make a VGA->RGB SCART cable and
that works fine with my European TV.

So I reckon there must be a reasonable chance of success trying to
make it work in the US to Y Pr Pb.

Will probably get "interesting" colours for the non-XVideo output,
though.
