I have an extremely similar setup... An ATI TV Wonder VE and the Via 
82xx... I also get the whine when using the tuner...
Since I have two tuners (and another soundcard - an SBLive! Value), I 
swapped the tuner audio outputs... It looks like it is infact the 
onboard audio that's making that high-pitch whine... not the ATI card 
(even though it makes the whine when using both the line-in and the 
microphone capture)...
