Maybe for the same reason we don't use their CVS, but not really... :)

Bugs are usually fixed because they bother somebody enough.

Features are added when someone gets an itch and scratches it.

There are no tasks lists.  If someone wants to take on a task and submit
a patch Isaac is usually more than happy to accept it.  Just check the
mailing list to make sure it hasn't been discussed already and make sure
nobody is working on it already.

I've had Myth running 24x7 for almost a year now and have been making
patches and adding features for 9-10 months.  I think I can safely
say that Myth's development is driven 99% by scratching those
itches.  The main people coding and submitting patches are coding
and adding features for things they want, not for feature requests
submitted by users, so there's not much need for some of the things
you mention that sourceforge hosts.
