I've tried 4349, 4363, and 4496 now. 4349 and 4363 give really bad image
quality, but neither is overscanned. 4496 seems the best image-wise, but
isn't overscan either.

I get what you see, plus:
(II) NVIDIA(0): Setting mode "720x576_50.00"
(WW) NVIDIA(0): TV-0 is not capable of overscan.
That mode name is a GTF-derrived mode for PAL, but if someone has a
working PAL mode post it, I'd be interested to see it.
The "not capable of overscan" is a bad sign, I don't know why it thinks
it's not, a mode issue maybe? Something to do with having TV-only as a
console?
